Work the arm gently upwards, and you’ll discover the hardened grease on the pivot.
Here you can see the exposed pivot before cleaning.
Clean the pivot and the swivel with lighter fluid or alcohol.
Once the swivel arm is removed you can clean the inside of the pivot hole as there will be some grease in there.
